I. The concept of chemical extraction:
Chemical extraction and packaging is the use of equipment and tools to grade and extract chemicals from the bulk or bulk form into the package or from one package to another without changing the nature and composition of the chemical.
II. Requirements for chemical extraction and packaging activities:
In Article 7 Section 1 Chapter II Decree 113/2017/ND-CP on general requirements to ensure safety in chemical production and trading regulations:
- Chemical extraction and packaging activities must be carried out at locations that ensure conditions for fire prevention and fighting, environmental protection, occupational safety and hygiene in accordance with relevant laws.
- Chemical extraction and packaging equipment must meet general safety requirements according to current national technical standards and regulations. Machines, equipment and supplies subject to strict safety requirements and testing measuring equipment must be inspected, calibrated and maintained in accordance with current regulations on inspection of machinery and equipment.
- Chemical packages, containers and labels after extraction and packing must meet the requirements specified in Clause 3, Article 5 of this Decree.
- The workers who directly extract and pack chemicals must be trained in chemical safety.
III. Requirements for equipment, tools and packaging :
In Clause 3, Article 5 of Decree 113/2017/ND-CP stipulates:
Containers and packages must be tight, sturdy, resistant to the impact of chemicals, weather and common impacts when loading, unloading and transporting. Used packaging must be stored separately. Before loading chemicals, the loading facility must check the packaging, chemical containers, clean the used packaging to eliminate the possibility of reaction, fire and explosion when loading chemicals. The packages and containers that have been used but not reused must be collected and handled according to the provisions of the law on environmental protection.
- Containers and packages containing chemicals must have labels with all contents according to regulations on chemical labeling. Labels of chemicals must be clear, easy to read and durable to withstand the effects of chemicals, weather and common impacts when loading, unloading and transporting.
IV. Chemical extraction process:
- Clean the area before carrying out the extraction.
- Prepare equipment and tools: forklifts, check weighers, hoppers, drum openers, buckets, seals, pump nozzles and connectors, ground wire, empty pallets, and storage areas row after extracting.
- Employees wear protection such as shoes, gloves, masks, glasses, hats,..
- Check new containers and packaging: no dirt, foreign objects...
- The original container (Iso tank, drum, can) is moved to the correct position for extracting and checking cargo information.
- Connect the iso tank, weigh with earth, proceed to open the gas valve (if any) and open the cap of the original container. Connect the pump wire, collect the bucket and proceed to rinse the pump line.
- Carrying out chemical extraction: Move new containers and packages onto the scale, extract enough weight and close the lid tightly, take notes on the check sheet, move the goods with enough weight to the prepared area, and label the goods. Repeat the extraction process.
- Finish the extraction process: Remove the connector and pump wire, pour all the chemicals inside the wire, remove the ground wire, and put the waste chemicals in a closed container. Clean tools and equipment, check and repair if there is any damage. Store all equipment in place.
- Complete the extraction process.
