From 1 July 2026, to take in conditional chemicals or chemicals requiring special control on a customer’s behalf, the warehouse provider must hold a Certificate of eligibility for chemical storage service. The conditions sit in Article 19 of Decree No. 26/2026/ND-CP.
The six conditions
- 1. Standing: an organisation established in accordance with the law;
- 2. The warehouse: meets clauses 2, 3, 4 and 5 of Article 4 of the Decree — national standards and technical regulations; internal safety rules and hazard signage matching the hazard level; an approved Plan or issued Measures; response equipment suited to the hazardous properties and the quantity stored;
- 3. Storage: chemicals must be zoned and arranged according to their properties; chemicals that can react with each other unsafely, or that have different fire and explosion prevention requirements, must not be kept in the same area;
- 4. Professional capability: the warehouse’s chemical safety officer must hold an intermediate-level qualification or above in chemistry;
- 5. Compliance with Articles 33, 35, 36, 37, 38, 39, 40 and 41 of the Law;
- 6. Scope: storage is permitted only within the scale and the types of chemicals stated on the certificate.
Condition six is the one customers should ask about
The certificate is not an open ticket. It states a scale and the types of chemicals. Before sending goods, check that your chemical group falls within the scope written on that warehouse’s certificate.
Validity
The certificate is valid for five years from the date of issue (clause 6 of Article 14 of Law No. 69/2025/QH15).
TK Chemical’s warehouse in Bac Ninh holds certificate 1198/GCN-UBND, issued 25 September 2026 and valid until 18 September 2031, area 2,404.6 m².
