Plenty of factories keep their chemicals in rented warehouses, and until now that was treated as a commercial arrangement. From 2026 it is not. Vietnam’s Law on Chemicals No. 69/2025/QH15 puts a licence on the business of storing chemicals for other people.
Article 14 is explicit. An organisation or individual storing conditional chemicals (clause 2(b)) or chemicals requiring special control (clause 3(c)) must do one of two things:
In other words, any warehouse will no longer do. The party holding your goods must hold that certificate itself.
The Law took effect on 1 January 2026. The storage service certificate in clause 5 of Article 14 is the one exception — it takes effect later, on 1 July 2026 (clause 2 of Article 47). The certificate is valid for five years from the date of issue (clause 6 of Article 14).
When you choose a warehouse, simply ask for the certificate number and its expiry date, and check that your chemical classes fall inside its scope.
Clause 1 of Article 14 applies whether the warehouse is yours or rented:
For banned chemicals, clause 4 of Article 14 goes further: they must be stored in a separate warehouse or a segregated area of the chemical warehouse, and the storing organisation must keep a monitoring log.
Most of the legal exposure used to sit with the owner of the goods. Now that the storage business itself is licensed, you have one more thing to check before signing — and one more thing to rely on: the warehouse keeper has been assessed by the authority on its facilities, safety documentation and professional capability (clause 5(b) of Article 14).
