Decree 113/2017/ND-CP no longer applies — the chemical law framework from 2026

A great many internal procedures and online articles still cite Decree 113/2017/ND-CP. That decree implemented the Law on Chemicals No. 06/2007/QH12 — and that law ceased to be effective on the day the new Law on Chemicals came into force (clause 3 of Article 47 of Law No. 69/2025/QH15).

The terminology itself has changed

This is the easiest thing to get wrong when re-reading older material.

The list of banned chemicals is now the list of banned chemicals and minerals issued under the Law on Investment (point a clause 3 of Article 9).

Transitional deadlines worth noting

Article 48 gives businesses time to convert.

The first job is to compare your plant’s chemical list against the lists issued with Decree 24/2026/ND-CP. If a substance appears on a list for the first time, the 31 December 2026 deadline applies to it.
