The Law on Chemicals requires organisations and individuals in chemical activities to have a person responsible for chemical safety with appropriate qualifications (clause 2 of Article 33). How appropriate is set out in Article 27 of Decree No. 25/2026/ND-CP.

The field of training must be on the Appendix III list of the Decree — not every technical degree qualifies. Check that list before appointing anyone.
Article 19 of Decree No. 26/2026/ND-CP repeats the point for service warehouses: the chemical safety officer of the warehouse must hold an intermediate-level qualification or above in chemistry.
Having a qualified officer does not discharge the training obligation. Workers involved must still receive specialised chemical safety training every two years and be issued suitable personal protective equipment (clause 3 of Article 33 of the Law; Article 29 of Decree 25/2026/ND-CP).
