These are the figures companies most often carry over from older documents. Decree No. 25/2026/ND-CP sets them out as follows.
Cycle: every two years (clause 1 of Article 29)
Organisations and individuals in chemical activities must provide specialised chemical safety training once every two years, except for the use of chemicals for essential consumer and household needs and for transport by road motor vehicle and inland waterway.
Training may be done in house or through a consultancy; both are legally responsible for the quality of the training.
When retraining is required (clause 2 of Article 29)
- A change in the types of chemicals, technology, facilities or production arrangements relating to the workplace;
- The trained person changes workplace;
- After failing the test twice;
- Two years have passed since the last training.
Duration and testing (Article 32)
- The first cycle is at least eight hours, including the test;
- From the second cycle onward, 50% of the first cycle (except where retraining is required);
- The test must match the training content; maximum two hours;
- A pass requires at or above the average mark.
Records — at least three years
- The training content;
- The list of trainees (name, date of birth, position, workplace, signature confirming attendance);
- Information on the trainer (name, date of birth, education, field of training, experience) with supporting documents;
- The content and results of the test;
- The decision recognising the test results issued by the training organisation.
Records must be kept for at least three years from the date the decision recognising the test results was issued.
