This article gathers the obligations scattered through Law on Chemicals No. 69/2025/QH15 into one list you can run against your own warehouse.
1. Are you allowed to store it at all?
- Conditional or special-control chemicals: you need your own warehouse, or a storage service from a certificate holder (point b clause 2 and point c clause 3 of Article 14);
- Banned chemicals: a separate warehouse or segregated area, plus a monitoring log (clause 4 of Article 14).
2. On site (clause 1 of Article 14)
- The necessary warning information;
- Internal rules on chemical safety;
- Signage matching the hazard level, showing all hazardous properties where a chemical has several;
- Response equipment and means suited to the hazards.
3. Packaging and containers (Article 24)
- Meet the classification and labelling requirements of Article 23;
- Comply with national technical regulations and ensure no leakage or loss in transport and storage;
- Imported goods: follow the manufacturer’s recommendations and requirements;
- Containers must not be corroded or destroyed by the chemical inside.
4. Records you must keep (Article 27)
Organisations and individuals in chemical activities must establish, regularly update and store information on hazardous chemicals, and keep the records for at least three years from the date activity with that chemical ends (clause 1).
What must be kept (clause 2):
- The scientific and trade names of the chemical;
- Quantities produced, imported, used and disposed of;
- Purpose of use;
- Hazard classification under GHS;
- Information on chemical incidents and chemical safety at the facility.
A facility with several branches must include all of the above for the facility and each branch (clause 3 of Article 27).
5. Plan or Measures, and drills
- On the list and above the threshold in clause 2 of Article 37 → Plan, which must be approved before you may store;
- Otherwise → Measures, which must be issued before you may store (Article 38);
- A civil-sector facility storing chemicals on the clause 2 Article 37 list → an annual drill (clause 3 of Article 39).
6. Toward the surrounding community (Article 45)
Organisations and individuals in chemical activities must work with the local authority to disclose publicly to the community where the facility is located: the measures ensuring safety and protecting people, facilities, property and the environment; and the basic contents of the Plan under Article 37, except information kept confidential under Article 26.
